The Notice of Funding Availability for Round 2 of the Broadband Initiatives Program (BIP) prohibits the RUS from making a BIP award in the existing service area of RUS borrower(s) in which they provide broadband service. In order to assist applicants to identify these existing service areas, RUS has developed a search tool which provides community data on all RUS Broadband Loan and Loan Guarantee Program (Farm Bill) borrowers and some borrowers under Title II of the Rural Electrification Act of 1936 (Title II). The search tool does not provide a complete listing of all communities where RUS has made loans under Title II or our Pilot Broadband Program. To accurately check whether a particular area has already received funding through RUS, applicants should use this tool and consult the additional listing RUS has provided of all current and former Farm Bill and Title II borrowers and the listing of all communities served under the Pilot Broadband Program (RUS Borrowers, Pilot Communities). It is expected that applicants will utilize all information available in order to determine which areas are eligible for BIP funding.

Search results only include communities where Broadband deployment is funded or may be funded. A “No results” message indicates that we currently do not have a pending or approved company on file for the community you are searching for. Please also check our list of communities being served by Pilot Broadband Program companies (Pilot Communities) and our list of current and former RUS borrowers (RUS Borrowers). The tools provided may not be an exhaustive source of information on communities RUS has lent money into and the applicant is ultimately responsible for ensuring they do not include ineligible areas in their proposed service areas.

An issue has been observed in the BroadbandUSA Mapping Tool which can affect the communities listed when viewing a service area in the Mapping Tool. When viewing the community list for service areas within the mapping tool (including within Public Notice Filings) it is possible that communities will be listed that are not within the service area as drawn, as it is also possible communities will not be listed which do lie within the service area as drawn. This issue is currently being addressed and a fix will be instituted as soon as possible.

For Existing Broadband Service Providers: Existing broadband service providers should take particular care when determining whether a response will be necessary to a given Public Notice Filing. The community list for a given service area may be consulted as guidance, but should not be exclusively relied upon when determining whether a response is necessary. If it appears from the community list that a response may be necessary, for example when a community your organization provides broadband services is listed or other communities or areas in a county in which your organization operates are listed, please consult the map to determine whether the service area in question overlaps the existing broadband service territory of your organization. It is possible a community or area in your existing service territory will be listed which is not actually part of the service area in question.
