This page enables users to view and/or respond to published Public Notice Filings (PNFs) for BIP Last Mile and Middle Mile applications. Providing a response is strictly voluntary. Existing service providers are not required to provide a response to any Public Notice Filing, but must do so in order for their existing services to be considered when determining the eligibility of the proposed funded service areas identified in the associated BIP application. Use the drop-down menus provided to search by state or by applicant.
To respond to a PNF, users should click on the “View” link next to the PNF they are interested in and click on the “File a Response” button at the bottom of the PNF. Please note that existing broadband service providers responding to PNFs with multiple proposed funded service areas will need to file a separate response for each individual service area within that application in order for their existing services to be considered when determining the eligibility of the proposed funded service areas identified in the BIP Last Mile or Middle Mile applications. In addition, RUS will not accept paper submissions of responses; any paper responses will be returned.
All information submitted by existing service providers will be treated as proprietary and confidential to the extent permitted under applicable law except for the name of the company submitting this response.

An issue has been observed in the BroadbandUSA Mapping Tool which can affect the communities listed when viewing a service area in the Mapping Tool. When viewing the community list for service areas within the mapping tool (including within Public Notice Filings) it is possible that communities will be listed that are not within the service area as drawn, as it is also possible communities will not be listed which do lie within the service area as drawn. This issue is currently being addressed and a fix will be instituted as soon as possible. For Existing Broadband Service Providers: Existing broadband service providers should take particular care when determining whether a response will be necessary to a given Public Notice Filing. The community list for a given service area may be consulted as guidance, but should not be exclusively relied upon when determining whether a response is necessary. If it appears from the community list that a response may be necessary, for example when a community your organization provides broadband services is listed or other communities or areas in a county in which your organization operates are listed, please consult the map to determine whether the service area in question overlaps the existing broadband service territory of your organization. It is possible a community or area in your existing service territory will be listed which is not actually part of the service area in question.
